„Wir können nicht einfach im Geschäft kaufen weil die so nett sind.“

(Video/Text; german/english) Rund 2.700 Mitarbeiter, 2.000 IT-Engeräte, 600 Softwareprodukte, Spezialausrüstung für 750 mobile Fahrzeuge. Asfinag-Vorstand Klaus Schierhackl im zweiten Teil des Gesprächs mit economy über komplexe IT-Anforderungen, klare Verhältnisse bei der Beschaffung und über ambivalente Entwicklungen im Umfeld von Staus.

Economy: Die Asfinag ist ein zu 100 Prozent nutzerfinanziertes Unternehmen, bekannt als österreichischer Straßenerhalter und verbunden mit den Themen Vignette und Maut. Wie kann man sich generell die technische Infrastruktur vorstellen?
Klaus Schierhackl: Die technische Infrastruktur der Asfinag, und da sprechen wir von der IT-Infrastruktur, ist relativ komplex und beinhaltet einerseits das Thema Maut.
Anderseits haben wir eine sehr große IT in Richtung Kundenmanagement, Verkehrs-Information, Wetter-Information, all diese Themen die bei uns mit den Verkehrsbeeinflussungsanlagen angezeigt werden, mit dem Verkehrs-Informationssystem oder mit den Apps der Asfinag.
Natürlich gibt es auch eine sehr große Office-IT mit ca. 2.000 Desktop-Geräten auf den Schreibtischen oder in den Überwachungszentralen und ungefähr 750 mobile Einheiten. Wenn wir weiter schauen, dann sind da noch 450 LKWs und jeder LKW ist heute schon ein fahrender PC, zusammengefasst haben wir also sehr viel IT.
Die Schwerpunkte sind Maut, elektronische Bemautung für LKW, dann das Thema Kunde, Verkehrs-Management und –Information und der dritte Teil betrifft die Verwaltung, etwa das Dokumenten-Management und ähnliches.

Was ist im Normalfall Anlass für die Anschaffung neuer Technologien?
Wir haben ungefähr 600 Software-Pakete im Einsatz, die sind auf dieser Hardware nicht mehr anwendbar. Wir versuchen da mit der Zeit zu gehen aber zu oft wechseln können wir auch nicht, das ist zu teuer. Also eine Balance zwischen technischer Notwendigkeit und ein Schritt in eine neue Richtung.

Welche Herausforderung gilt es Ihrer Erfahrung nach zu meistern bei solchen Projekten?
Die Herausforderung ist eine Balance zu finden was ist technisch nötig, was beschaffen wir, was hat langfristig Bestand und das ganz auch so zu etablieren, dass es die Mitarbeiter freiwillig nutzen und die Kunden auch.
Dinge, die nicht genutzt werden haben keinen Sinn und sehr oft sind wir da hart am Limit, dass Dinge komplex sind, sehr viel können aber der Mensch nicht mehr mitmacht und das wollen wir vermeiden.

Das bringt mich zum Thema Kosten und Nutzen.
Es beginnt bei der Autobahn-Infrastruktur und bei Neubaustrecken bis zu Anschluss-Stellen wo es dann die Beteiligung der Begünstigten gibt.
Unsere Zielsetzung, was den Kunden betrifft, ist einfach am Puls der Zeit zu sein mit der bestmöglichen Information. Was wir anbieten sind keine zusätzlichen Spuren, weil das ist aufwändig und teuer, sondern die gute Information über das Vorhandene, das ist möglich.

Wie geht die Asfinag bei der Auswahl eines Technologiepartners vor?
Bei uns wird ausgeschrieben, wir schreiben teilweise selbst aus, teilweise schreibt für uns die Bundesbeschaffungsgesellschaft aus.
Spezielle Sachen schreiben wir selbst aus mit einem Bestbieter-Prinzip und bei Kernapplikationen versuchen wir auch die Source-Codes zu haben, bzw. schon auch einen Zugriff zu haben.
Wir entwickeln etwa gerade die digitale Vignette selbst, einfach um da auch nicht ausgeliefert zu sein sondern die Kernelemente bestmöglich selber in der Hand zu haben.

Würden Sie sich bei der Beschaffung mehr Freiheiten wünschen?
Ein Unternehmen so groß wie die Asfinag mit ein paar tausend Mitarbeitern, mit diesem Volumen was wir beschaffen an Hard- und Software, da können wir nicht ein Geschäft gehen und sagen: jetzt kauf ich bei dem und dem weil der war letztes Mal so symphatisch.
Das wäre zwar kurzfristig praktisch aber langfristig ein Fiasko.
Kund machen, transparent machen, Fristen setzen, entscheiden. Es entscheidet sich in der Regel von selbst.
Dann beauftragen, die Order umsetzen, schauen, dass von unser Seite alles nötige beigestellt wird und so ein klares Verhältnis schaffen.

Welche Wünsche gibt es etwaig nach der langjährigen Erfahrung an die IT-Anbieter?
Möglichst einfache Produkte, transparente Produkte, Standardisierung, Vergleichbarkeit.
Und wie gesagt, Produkte, die den Anwender ermutigen es selbst zu lernen. Hier wäre die Industrie gefordert, Produkte anzubieten, die noch leichter zu bedienen sind.

Die Asfinag betreibt umfangreiche Forschungs- und Entwicklungsaktivitäten, welche sind hier besonders erwähnenswert?
Was kann konkret gemacht werden um den Kundennutzen zu steigern, noch mehr Informationen über das Autobahnnetz zu geben.
Um über Verkehrsträger hinweg, also Strasse, Bahn, Schiene, Flug-Verbindungen, um hier intermodale Lösungen anzubieten.
Das zweite wo wir uns engagieren, was für den Kunden interessant ist, sind automatisationsunterstützte Fahrzeuge. Wir bieten Teststrecken, sind hier mit der Industrie und natürlich mit dem Verkehrsministerium in Kontakt weil das verordnet werden muss.
Wie geht das weiter mit den Fahrer-Assistenzsystemen, mit den Autos, die teilweise selbst lenken, die komplett selbst lenken und da mithelfen, was können wir hier anbieten.

Wie ist Ihre Sichtweise die technologische Entwicklung generell aus gesellschaftspolitischer Sicht betreffend?
Der Parkassistent, damit beginnt es wenn wir zurück zum Auto gehen, der Spurführungsassistent ist nicht so weit weg, Müdigkeitserkennung ist sowieso schon Standard um einen relativ günstigen Preis und die generelle Entwicklung wird da noch ganz rasant sein.
Das hat natürlich ein ganz hohen Sicherheitsaspekt, wird die Mobilität noch weiter vereinfachen umso mehr das Fahrzeug automatisch lenkt.
Und umso mehr das ganze damit verbunden ist, dass ich nicht mehr im Stau stehe sondern eigentlich meine News lesen kann oder auch Schach spielen kann auf meinem mobilen Gerät – umso weniger zeitkritisch werde ich dem Stau gegenüber weil das ist ja fast schöner als im Zimmer zu Hause.
Das ist für einen Infrastrukturanbieter eine Katastrophe, bzw. für den, der am Flughafen sein muss und die gleiche Strecke benutzen muss ein Wahnsinn.
Wir müssen daher schon schauen, dass diese Entwicklungen, dass die Sensitivität dem Stau gegenüber nicht ganz abnimmt, das wäre für uns eine schwierige Situation.

„We can not buy in a shop because of their kindness from the last time.“

Around 2.700 Employees, 2.000 IT-Devices, 600 Softwareproducts, spezial equipment for 750 mobile vehicles. Asfinag-executive Klaus Schierhackl in the second part of the talk with economy about complex challenges, clear relationship at procurement-processes and about very ambivalent developments in the sorrounding of traffic-jams.

Economy: Asfinag is a company that is 100 percent user financed, well known as the Austrian road-company and linked with the topics vignette and toll. How can we imagine the IT-Infrastructure?
Klaus Schierhackl: The IT-Infrastructure of the Asfinag is very complex. One part ist the retification of the toll and beside we have a large it-strucure according to our customer-services, traffic-management, weather-information, all those topics linked with the traffic-influence- and traffic-informationsystem, for instance apps.
Another component is our large Office-IT with ca. 2.000 desk-units and around 700 mobile units.
And if we take a current look, there are 450 trucks and each of them is a mobile computer and as a summary we have a lot of IT.
The main focus ist toll, electronic toll, customer-services, traffic-management and –information and the third part ist our administration like document-management and similar.

What is normally the reason for the acquisition of new technologies?
We have arround 600 Software-packages which have to be matched with our hardware. We have to try to update but to many changes are to expensive. It is important to find a balance between what ist necessary and the next step to the right direction.

Which challenges do you usually have to overcome during such implementation processes?
The challenge is to find the balance between what is the technical need, what do we procure, what has a longer continuance and at last to establish this technical infrastructures for an easy using by our employees and our customers too.
Things which are not used are senseless, often we are at the limit because of complexity, high features and in that case the human does not participate and this we have to avoid.

That brings me to the topic costs and benefits
It starts at the highway-infrastrcture, at new sections till to new street-connections whith the link and participation to the favored. Our objective is to be at „the pulse of the time“ with best information. We do not offer additional lanes, that is to expensive, we offer a usefull information about the existing, that is possible.

How does Asfinag choose a technology partner?
Asfinag is subject to the provisions of the Austrian Federal Procurement act, we have to select them by means of a tendering process. Sometimes we do that, sometimes the Federal Procurement Company. Individuel offers we select by ourselve with the act of a „best offer term“.
In case of core applications we try to own the source-codes too or to have the access. Currently we develope the digital vignette which has to be paid directly to us and in such a case we must own the property for the core elements, there should be no external dependency.

Would you like a little bit more of freedom in procurement?
A large company like Asfinag with a few thousand employees, with such a big volume in ordering hard- and software, we can not visit a store and say: I am going to buy now because you were so friendly the last time.
That would be practically in a short view but on a long term this would be a fiasco.
Announcement, make it transparent, setting time limits, making decisions, usually the decision happens by itself. And then the order, take a look to our tasks and finally a clear relationship.

What are the general wishes or recommendations that you look for in an IT supplier?
If possible simple products, transparent, standardization, comparability. Finally products and services which encourage the user to learn for themselve. Here the industry is required to offer products with higher usability.

Asfinag manages many Research and Development activities, which are worth to mention?
What can we do in a concrete form to raise up the customer experience? To offer more informations about the highway-net, more information accross the traffic-ways including highway, street, train, tramway, underground-train, airplane and all links between that for offering intermodal solutions.
Our second engagement which is very interesting for the customer is the topic of automatical providing for car-vehicles. We are offering test-lanes according with the Federal Ministry of Traffic and Transportation and in co-working with the industry.
What is the development with assistant-systems for the driver, with cars which are driving partly automatically, cars which are driving complete automatically and to help there and say: what can we offer here.

How ist your point of view according to the technological development generally?
The parking assistant, with it starts it when we go back to the car, tracking assistant is not so far away, fatigue detection is already standard, also at a relatively cheap price and also at cheap cars.
The development will be quite rapid here. This has a high security aspect and will further simplify mobility. The more the vehicle automatically steers, the more the whole is connected, that I am no longer in a traffic jam, I am reading my news or play games like chess on my mobile device, I am losing my time-critical against the traffic jam.
This is a catastrophe for an infrastructure provider, also a madness for the one who must be at the airport and has to drive the same route.
One has to look at how far these developments do not lead to the fact that the sensitivity towards the traffic jam is decreasing. This would be a really difficult situation for us.
